What Are Outdoor Fitness & Activity Spaces?

Outdoor fitness and activity spaces are purpose-built outdoor environments that provide structured opportunities for physical activity. They include outdoor gyms — circuits of fixed fitness equipment for cardio and strength training — as well as fitness trails, multi-use games areas (MUGAs), parkour zones, children's outdoor gyms, and skate parks.

Unlike indoor gyms, outdoor fitness spaces are free at the point of use, accessible to all ages and abilities, and available 24 hours a day. Research consistently shows that outdoor exercise provides enhanced wellbeing benefits compared to equivalent indoor activity — including reduced stress, improved mood, and greater motivation to return.

For public bodies, outdoor fitness spaces are among the most cost-effective interventions available for reducing physical inactivity in communities. For developers, they satisfy Section 106 open space obligations while creating genuinely valued community assets. For schools, they provide PE curriculum infrastructure that lasts 15–20 years.

Morti Sport & Play designs, supplies and installs the full range of outdoor fitness and activity spaces across the UK — from a single outdoor gym circuit in a community park to a complete sports hub combining a MUGA, fitness trail and parkour zone for a secondary school.

Why Outdoor Fitness Matters

The case for outdoor fitness is health, policy, and community. Here is why it matters for your site.

shield health

Health

Physical inactivity costs the UK economy an estimated £7.4 billion per year (Sport England). The Government's Get Active strategy targets 2.5 million more active adults and 1 million more active children by 2030. Outdoor fitness spaces are one of the most cost-effective infrastructure investments for achieving these targets — they require no staff, no booking systems, no membership fees, and no heating bills. They simply make it easier for people to be active where they already live and work.

smile face

Mental Health

Outdoor exercise provides measurably greater mental health benefits than equivalent indoor activity. Studies consistently show reduced cortisol levels, improved mood, and lower anxiety scores in people who exercise outdoors. For councils designing parks, for schools managing pupil wellbeing, and for developers creating liveable communities, outdoor fitness provision is not just a physical health investment — it is a mental health investment.

Nature People

Community

Outdoor fitness spaces generate social capital. A well-designed outdoor gym or MUGA becomes a gathering point where people of different ages, backgrounds and abilities exercise alongside each other. For housing developers, this is a material planning benefit. For councils, it directly supports the Sport England Place Partnership model. For schools, it creates shared physical spaces that reduce social isolation and improve belonging.

Design Principles: What Makes a Great Outdoor Fitness Space

Principle 1

Mixed user groups

Design for multiple user groups within a single space rather than separate areas. An adult outdoor gym circuit placed adjacent to a children's outdoor gym, with a MUGA beyond, creates a space that serves parents, children and teenagers simultaneously — maximising dwell time and return visits.

Principle 2

Inclusive by default

Outdoor fitness spaces should be accessible to users of all abilities. This means: continuous accessible paths to and between all equipment; tai chi wheels and low-resistance equipment accessible from a wheelchair approach; surfacing on all routes that meets DDA intent (firm, stable, slip-resistant); and contrasting colours on equipment for visual impairment awareness. Inclusive outdoor fitness equipment is not a separate category — it is a design overlay applied to the whole space.

Principle 3

Sightlines and supervision

Equipment should be visible from the primary entry point and from any adjacent seating or play area. Good sightlines reduce the perception of unsafe spaces and make it easier for parents and carers to supervise children using adjacent equipment. Avoid tall screening planting immediately around fitness equipment.

Principle 4

Surfacing specification

The surface beneath and around fitness equipment must be appropriate for the activity. Outdoor gym equipment typically requires a safety surface pad (rubber tiles or wetpour) underneath and immediately around each unit. Fitness trails require a stable, all-weather surface on the route between stations. MUGAs have specific surfacing requirements per sport. Morti specifies surfacing as part of every outdoor fitness design — do not treat it as an afterthought.

Principle 5

Interpretation and signage

Equipment without explanation gets underused. Morti recommends exercise instruction panels for every gym circuit — showing how to use each item, what muscle groups are engaged, and a suggested circuit routine. For fitness trails, numbered waymarkers and a trail map sign at the starting point significantly increase usage rates.

Principle 6

Maintenance from day one

The biggest cause of outdoor fitness space abandonment is unmaintained equipment. Factor in a maintenance contract from the outset. Morti offers annual inspection and maintenance contracts for all installed equipment. A maintained space signals care and investment to users; a broken or rusting circuit signals the opposite.

The Morti Design & Installation Process

A successful outdoor fitness space is a design project, not a product order. Here is how Morti takes you from idea to installation.

1

Site Survey

Morti visits your site to assess ground conditions, drainage, access, sightlines, and existing infrastructure. For schools, we review the curriculum context and PE programme requirements. For councils, we review the Active Places Power data for your area. For developers, we review the S106 obligations and planning conditions.

2

User Needs & Consultation

Who will use this space and how? Morti helps you understand your user profile — age range, activity preferences, ability mix — and can support community consultation where needed. For school projects, we recommend involving pupils in the brief. For council projects, we can support public engagement events.

3

Concept Design (Free)

Morti produces a concept layout showing equipment placement, zoning, surfacing specification, approach paths, sightlines, interpretation signage and lighting recommendations. All concept designs are produced at no charge. We present two or three layout options so you can make an informed decision before committing.

4

Equipment Specification

Once the layout is agreed, Morti specifies individual equipment items with BS EN 16630 / BS EN 1176 product data sheets, structural load requirements, foundation specifications, and installation clearances. All specifications include a surfacing recommendation.

5

Funding Support

Morti can provide cost plans, design drawings, and supporting documentation to strengthen grant applications — Sport England, PE & Sport Premium, Sport England Capital, Section 106, CIL, and other routes. We have experience supporting successful funding applications.

6

Installation

Morti's CHAS-accredited installation teams work to a fully documented programme. All equipment is installed to manufacturer instructions and BS EN 16630 / BS EN 1176. Post-installation, we provide a full certification pack: product certificates, risk assessment, method statement, and maintenance schedule.

Funding Your Outdoor Fitness Space

Outdoor fitness spaces can be funded through a range of sources. The list below covers the main routes available to UK schools, councils, developers and community organisations. Morti can provide cost plans, design drawings, and supporting documentation to strengthen applications.

Primary PE & Sport Premium (Schools)

£16,000 base + £10 per pupil (2025/26) for primary schools in England. Capital expenditure on outdoor fitness equipment is eligible where it improves PE and active provision sustainably. Fundable items: children's outdoor gym circuits, fitness trails, MUGAs, trim trails, parkour zones. Morti provides DfE-compliant Sport Premium reporting documentation.

Sport England Capital Funding

Sport England invests in community sport infrastructure through place-based investment and open funding rounds. Outdoor gym, fitness trail and MUGA projects with demonstrable community benefit and inclusive access are eligible. Sport England's Active Places Power tool shows facility gaps by area — use it to build your funding case.

Sightlines and supervision

S106 obligations on residential developments commonly require outdoor recreation and fitness provision. Many LPAs specify active recreation equipment meeting inclusive design standards. Morti specifies to S106 requirements and provides planning discharge documentation.

Community Infrastructure Levy (CIL)

Where CIL applies, neighbourhood portion (15–25%) goes to parish councils and local communities for infrastructure. CIL neighbourhood funds can be used for outdoor fitness provision. Applications require community benefit evidence and a sustainability plan.

UK Shared Prosperity Fund (UKSPF)

Successor to EU structural funds, allocated to local authorities for community investment. Check your local authority's UKSPF Investment Plan for health, wellbeing, and outdoor recreation funding streams.

Lawn Tennis Association / FA / Sport NGB Capital

Sport national governing bodies (NGBs) offer capital grants for specific facility types: LTA for tennis courts within MUGAs; FA for football provision; Basketball England for basketball courts. NGB capital is typically available alongside Sport England investment.

NHS and Integrated Care Board Funding

NHS Integrated Care Boards (ICBs) increasingly fund social prescribing assets — including outdoor fitness equipment — through capital budgets and community health improvement grants. Particular focus on older adults, long-term conditions, and deprived communities. Morti can produce specification documentation for NHS capital bids.

Outdoor Fitness & Activity Spaces: Frequently Asked Questions

The questions schools, councils, developers and commercial operators ask us most often.

What maintenance does outdoor gym equipment need?

An outdoor gym is a fixed circuit of fitness equipment — typically installed on a single pad or area — where users work through stations in any order. A fitness trail is a linear route through a park or grounds with fitness stations positioned at intervals, designed to be walked or jogged between. Both serve similar fitness goals; the choice depends on site layout, user preference, and available space.

What maintenance does outdoor gym equipment need?

BS EN 16630 is the British and European standard for permanently installed outdoor fitness equipment used primarily by adults. All Morti adult outdoor gym equipment is certified to BS EN 16630. For children's outdoor gym equipment installed in a playground context, BS EN 1176 applies instead.

What maintenance does outdoor gym equipment need?

Yes. Capital expenditure on outdoor fitness and activity equipment is eligible use of Primary PE & Sport Premium where it improves PE and active provision in a sustainable way. This includes children's outdoor gym circuits, fitness trails, MUGAs, trim trails and parkour zones. Morti provides DfE-compliant Sport Premium reporting documentation.

What maintenance does outdoor gym equipment need?

A MUGA (Multi-Use Games Area) is a purpose-built outdoor sports court designed to accommodate multiple sports — typically football, basketball, netball, and tennis — within a single fenced area. MUGAs can be surfaced with polymeric rubber, 3G artificial grass, or macadam depending on the sports intended and the budget available.

What maintenance does outdoor gym equipment need?

A circuit of 6–8 adult outdoor gym units, including groundwork, safety surfacing and installation, typically costs between £8,000 and £20,000. Larger circuits, premium Robinia timber equipment, or additional interpretation signage will increase costs. MUGAs range from £15,000 for a small polymeric court to £150,000+ for a full 3G pitch with floodlights.

What maintenance does outdoor gym equipment need?

Outdoor gym equipment installed to BS EN 16630 and maintained annually typically lasts 15–20 years. Steel equipment with hot-dip galvanising and powder-coat finish resists corrosion effectively in UK outdoor conditions. Robinia timber is naturally rot-resistant and requires no preservative treatment.

What maintenance does outdoor gym equipment need?

Yes. Commercial outdoor gym equipment is designed for permanent outdoor use in UK conditions. Equipment surfaces are slip-resistant even when wet. The only operational consideration is ice — equipment and surfacing can become slippery in icy conditions, and sites should have a winter risk assessment and gritting procedure.

What maintenance does outdoor gym equipment need?

It can be — if designed and specified correctly. Morti recommends inclusive design as standard for all outdoor fitness spaces. This includes accessible routes to and between all equipment; tai chi wheels and low-resistance cardio stations accessible from a wheelchair approach; contrasting colours and clear signage; and no barriers or steps on approach paths.

What maintenance does outdoor gym equipment need?

Social prescribing is an approach used by GPs and primary care networks to connect patients with non-clinical community activities — including outdoor exercise — as a way of addressing social isolation, mental health challenges, and long-term conditions. NHS England's universal personalised care model identifies accessible outdoor fitness spaces as key social prescribing assets.

What maintenance does outdoor gym equipment need?

Main routes include: Sport England Capital funding; UK Shared Prosperity Fund (check your LA's Investment Plan); Community Infrastructure Levy neighbourhood portion; Section 106 developer contributions; National Lottery Community Fund; and NHS / Integrated Care Board health improvement grants.

What maintenance does outdoor gym equipment need?

Usually yes, for a MUGA on a new site — especially where floodlighting is proposed. Many schools install MUGAs under permitted development rights (Class E), but floodlighting, fencing above 2m, and changes to a school's playing field will likely require planning consent. For council parks and housing sites, planning permission is normally required.

What maintenance does outdoor gym equipment need?

Annual inspection by a competent person is the minimum recommended maintenance. This covers structural integrity, mechanical components, surface condition, foundation fixings, and interpretation signage. In addition: monthly visual checks by site staff; immediate repair of any mechanical fault or damaged surface; and inspection after severe weather events.
